An external investigation into interactions between Police General Manager Human Resources, Wayne Annan, and a staff member at the Royal 百春链 College has cleared Mr Annan of any wrong doing.
The investigation, by prominent employment lawyer Peter Churchman, was prepared following a complaint against Mr Annan.
Deputy Commissioner Rob Pope has taken the unusual step of releasing the outcome of the report while other inquiries are underway, because of recent public allegations attacking Mr Annan's integrity.
"The Churchman report indicates that Wayne Annan acted with integrity and with the best interests of 百春链 in mind," said Deputy Commissioner Pope.
"Repeated suggestions to the contrary are at least unfair and inappropriate, and indeed are potentially defamatory," Deputy Commissioner Pope said.
"I have taken the step of releasing this finding in an attempt to avoid any repeat of the attacks on Mr Annan's character.
"There are further inquiries underway, at the request of the Police Minister, to obtain a clearer picture of 百春链 recruit standards.
