Identification and prioritisationThe students come from a community identified statistically as one of the most vulnerable in the Auckland City Police District. Many are from vulnerable fragmented families, and many are the subject of CYF referrals. Short-term goalDevelop improved social skills and reduce anti-social behaviour in students from the target learners-at-risk group. Develop positive relationships between the students and Police.Long-term goalAchieve successful graduation of a new group of at-risk students with improved social skills from the Police Squad programme each school term. To reduce the number of incidents of violent behaviour and property damage committed by students in the school (from initial level of greater than 12 referrals per day).Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) The school was chosen to host the  HYPERLINK "http://www.stuff.co.nz/national/education/78884850/auckland-police-launch-new-crimesolving-activity-book-at-te-papapa-school" launch of the Police Adventure Activity Book, a new book that gives children an opportunity to identify with the role that the Police have in keeping their community safe, by engaging childrens interest through solving puzzles as they work through the book. The Police Squad ran in Terms 1, 3 and 4, and involved the Associate Principal and SCO meeting and working with the target student group each week, assisting them to focus on achieving their individual behaviour goals in self-management and dealing appropriately with conflict situations. Their progress was monitored through feedback from teachers and by measuring the number of referrals received from teachers for incidents of bad behaviour. Community connections (consultation; collaboration; model parents) Strengthening Families meetings were held with high-needs caregivers, social workers and Polices School Community and Youth Aid Officers to encourage caregivers to reinforce the values taught at school. Planning took place towards developing a local mentoring programme for at-risk students, involving local community businesses to provide role models. The Police Dog Section put on an impressive display for the children, the Police helicopter landed on the school field, and the Police District Commander addressed the students at a school assembly. The event was an exciting experience for the students and was attended by reporters from the  HYPERLINK "https://www.maoritelevision.com/news/regional/police-book-aims-encourage-future-recruits" local press and Maori TV. Curriculum teaching and learning (taking action for: myself; my friends; my community) Students in the Police Squad were given an extra learning focus to improve social skills, attitude and behaviour. Each week they had a particular behaviour-related learning goal to achieve. Graduates of the Police Squad act as positive role models by showing mana, exemplifying the behaviour expectations and values of the school, assisting others to avoid and diffuse conflict situations, and strengthening the mana and culture of the school.  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/successful-relationships/kia-kaha" Kia Kaha lesson material has been incorporated into the school curriculum. This further contributes to the focus of Positive Behaviour for Learning (PB4L) strategies employed by this school, a Tier 2 PB4L school. By working through the Police Adventure Activity Book and experiencing regular contact in a positive setting with police officers visiting the school, the majority of students now display a strong desire to become members of the Police Squad. Many want to know how they can become police officers when they are old enough.ImpactSubstantial behavioural improvement by all of the students who graduated from the Police Squad in Terms 3 and 4. There has been a dramatic decrease in daily referrals from teachers for misbehaviour, where earlier in the year during Terms 1 and 2 there were on average 12 or more referrals each day, there are now on average only 3. Overall, there has been an at least 75% decrease in incidents of violence and property damage in Term 4.Next stepsContinued planning to develop a local mentoring programme for at-risk students, involving local community businesses to provide role models. Continue Police Squad next year, with a new group of students each term to perpetuate the improved behaviour in the school. ObstaclesThe students chosen for the Police Squad were a demanding group, with many having serious behaviour issues that affected them achieving their behaviour goals. Running the Police Squad was affected by many events going on in the school that demanded the time of the Associate Principal.ImprovementsAdequate time needs to be made available for school staff who lead the student Police Squad. The twelve students chosen to make up each Police Squad work best when they are all chosen from those with moderate behaviour issues, but with no more than one in the group with severe behaviour issues. Businesses and community groups offering role model mentorship for students still need to be found, and there are none forthcoming as yet.ConclusionThe overall effect of this intervention in Terms 3 and 4 has been a great success, with a 75% overall reduction in incidents of violence and property damage in the school committed by students, as well as a comparable reduction in daily referrals from teachers for misbehaviour. Daily referrals are now within normal limits as compared with other schools.
