Many students who attempted the licence tests and failed didnt have the funds for a re-sit test, and had lost confidence to try the test again.Identification and prioritisationRoad Policing staff conducted random check points before and after school in which this issue was highlighted. Staff at the high school became aware of the issue and prioritised action. Short-term goalInforming drivers and passengers of the implications of driving unlicenced or contrary to their licence conditons.Long-term goalSupporting students to obtain their Learner Licence, and encouraging them to work towards getting their Restricted and Full Licence.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) School reviewed its policy that unlicensed students must not drive to school, nor be a passenger in a vehicle driven by an unlicenced driver or against the conditions of the licence holder. Community connections (consultation; collaboration; model parents) The students were made aware of the facilities and opportunities available through  HYPERLINK "http://www.eastbayreap.org.nz/" REAP for assistance in gaining their licences. Parents were informed and reminded of safety guidelines around statistics of young drivers to encourage them to support the school and Police to ensure student safety, to assist them to get their licences, and to promote responsible road behaviour through role modelling. Road Policing collaborated by conducting checkpoints before and after school hours around the school environment, and in alignment with the Road Policing Campaign. Curriculum teaching and learning (taking action for: myself; my friends; my community) At a school assembly senior students were informed about the implications of driving unlicenced or being a passenger in a vehicle driven by an unlicenced driver, or against the conditions of the licence holder. The SCO and GATEWAY class teacher discussed and planned lessons and learning opportunities for 20 students to gain their Learner Licences. SCO delivered weekly lessons on the Road Code and how to be successful when sitting their licence test, with learning prompts for students. The teacher provided additional learning time on other school days. Form teachers engaged students at form times to abide by the rules. Students who had their Learner Licence were able to support other class members with their learning, and also refresh and embed the road rules for their own increased safety when using the road.ImpactFour students passed their Learner Licences on their first attempt. Four other students are booked in to sit their Learner Licence test. One student obtained learning and financial support to obtain her Learner Licence through REAP. Students are more aware of their responsiblilities about being licenced, carrying passengers, or being a passenger with a non-compliant driver. Regular Police presence in the school has encouraged students to make good decisions when considering their driving and compliance with licencing laws. Students realised that Police, staff and parents are working together to create safe licenced drivers!Next stepsTo assist Learner Licence holders to obtain their Restricted Licences. To provide the learning opportunities in 2017 for students to successfully pass their Learner Licence test on their first attempt. To expand from the GATEWAY class to have this learning opportunity and support available to all senior students. To use the new (2017) Bluelight Youth Navigator Driver Programme designed to support young people to get their full drivers licence by providing access to vehicles to practice in, trained supervisors, and funding for driving lessons.ObstaclesDue to the busy nature of the school curriculum, it is a challenge for schools to find time to timetable these extra learning opportunities for the students. Getting the students to apply themselves to their learning and to make the most of the opportunities provided for them.ImprovementsMore effective communication and consultation with parents and caregivers regarding getting support for students to sit their tests, ensuring their children comply with licencing regulations, ensuring cars up to WOF standard, etc. Provide opportunities for parents and caregivers to meet with school and SCO prior to the Road Policing campaign to target unlicenced drivers, so as to have a joint school-parent approach. Expand the learning opportunities for all senior students, not just the GATEWAY class. Gather data from Road Policing staff to confirm whether the intervention reduced the number of unlicenced driving students or those driving in breach of their conditions. Use the  HYPERLINK "https://www.pathwaysawarua.com/" Pathways Awarua online Road Code resource to ensure best practice learning that will go beyond just getting their licences to actually influencing road behaviour. The high interest level and engagement provided by this tool will also encourage students to continue their learning in their own time, alleviating the issue of not enough time in the curriculum. ConclusionThis was a successful for the students who gained their Learner Licence. Regular Police presence was positive on student trust and confidence in Police, and with improving their compliance around driver licencing.
