Consequently there was an increase in the number of reported crimes, which ultimately led to several thousand dollars worth of damage.Identification and prioritisationKura management identified an increase in damage to the structure and equipment located around the kura. The students explained how distressing it was to see the damage, and how it affected their studying and learning. In 2014 Police received six reports of property damage (not including unreported issues). In 2012 and 2013 there had been only one report of property damage per year. Neighbours of the kura advised that they saw a noticeable increase in the number of people going onto the kura grounds at weekends and during the holidays. The issue was prioritised with the principal of the kura and the lead Police contact (SCO) at the beginning of 2015.Short-term goalTo reduce the number of criminal offences taking place at the kura during the weekends and holidays.Long-term goalTo maintain reduced crime levels and to increase the students feeling of safety while at the kura so that they could fully engage with their learning.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The principal walked through the kura identified blind spot areas where the CCTV cameras could not record activity because of their position. The number of cameras was increased, and others were better positioned, giving higher security levels. The principal and the SCO met regularly to review progress. Community connections Neighbours of the kura were asked through a letter drop to immediately report to Police any suspicious activity during the weekends and holidays. Nearby shop managers were advised to contact Police if they witnessed anyone entering the kura grounds outside school hours. Police tasked frontline staff to conduct mobile and foot patrols at various times throughout the weekends and holidays. The Neighbourhood Policing Team regularly attended the school to network with the students during breakfast mornings and assemblies. Youths caught offending attended restorative practice meetings and family group conferences with Police Youth Aid staff. Curriculum teaching and learning Teachers displayed consistent role model behaviour in respect of their learning environment in and around the kura. The students were taught about making right choices when kura has finished, and to respect their learning environment.ImpactIn 2015 there were no reported incidents of damage at the kura.Next stepsWe will continue monitoring the kura grounds with patrols out of hours and during the holidays. Police will liaise regularly with the principal about issues at the kura, and investigate and deal with any offending immediately to minimise future issues.ObstaclesThe main challenge was maintaining regular Police foot patrols while frontline staff dealt with other core policing. It was difficult to ascertain the temporal pattern of offending due to the infrequency of the offences. ImprovementsThe intervention could be improved by increasing contact with the community as a whole before the issue gets out of hand, and by following up with students to identify whether they felt safer as a result of the intervention, perhaps through an anonymous survey.ConclusionThe kura is pleased with the school-wide intervention that took place between Police and their school community, and look forward to maintaining this effective partnership.
