IssueTraffic congestion before and after school made the road environment difficult for students to navigate. Parents showed poor judgment and driving behaviour. Students had limited opportunities to practice skills in a road environment. Cycling had fallen out of favour with parents, as they perceived the road environment as too dangerous.Identification and prioritisationA school-wide survey in 2013 showed that the majority of students traveled to school by car. Most of the reasons for not allowing children to walk or cycle were perception-driven and not based on fact. Parents, teachers and police had expressed concerns regarding the behaviour of motorists around the school. The schools wanted to encourage healthy activities for getting to and from school. Short-term goalTo decrease parking issues around the schools, and reduce congestion.Long-term goalTo increase students cycling as a safe and practicable mode of transport. To increase students skills and awareness of road safety. To partner with like-minded groups to provide a safe road environment. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) Fairfield, Levin North, and Levin Intermediate schools partnered with the School Community Officer (SCO) to promote cycling in school. This promotion of cycling also spread to Levin, Levin East and Manakau schools. Each school built a week-long cycling programme for years 5-8 into their annual curriculum. Community connections (consultation; collaboration; model parents) Road safety information was published in each schools newsletter and website as a reference point for parents. SCO approached council and raised the concerns that schools and parents had around safe routes for students to ride their bikes. Horowhenua Council were aware of the increase in cycling and are factoring this into design upgrades of roads. A newly formed Horowhenua Shared Cycles Network group is working to create a cycling network linking the Horowhenua. Police sit on this group and provide information on what students and schools would like to see happen regarding cycling in the community. Horizons Road Safety and Police have partnered to promote cycling, for example: handing out GOTCHA cards to primary age children in the Levin area - these cards went into a draw for a bike and helmet promoting Young Cyclist of the Year. School cycling was promoted through the media to show successes. Police and Levin schools partnered with Sport Manawat, who provided bikes for students to complete the cycling intervention. Curriculum teaching and learning (taking action for: myself; my friends; my community) Cycle safety sessions were taught at schools, based on ideas from the Police  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Travelling Safely resources. Students enjoyed the social aspect of cycling together.ImpactThis intervention has been a long-term project started in 2012. With consistent promotion of cycling, and working in partnership with other agencies, school staff have noticed that there has been an increase in the number of students biking to school. Outside agencies such as Keas, Scouts, Girl Guides also want a cycling programme. With students from Levin North, East School and Levin School going to Levin Intermediate, the intermediate has more students cycling to school than in previous years. An advanced cycling programme is now being run at the intermediate. Other Police staff have noticed student road behaviour improving. Students enjoy engaging with Police when the GOTCHA card initiative is running.Next stepsSchools and Police will continue to promote cycling and road safety. There are currently community consultations occurring in the Horowhenua looking at the design of the town in the future. The councils town planner is keen to look at the needs of cyclists in this area, and to reduce barriers that prevent students from cycling.ObstaclesThe length of time it takes to make any changes to the road environment. Parents will take some time to become educated and to reduce their fears regarding children cycling/walking to school. ImprovementsGreater parent awareness and buy-in to the benefits of walking and cycling to school. Students who have done the course up to Year 6 will now be offered an advanced course. Considering road safety policies at each school, and training staff to implement these. Providing opportunities for student-led action to increase cycling in their communities.ConclusionThe schools are really proud of how many children are now cycling to school, and are seeing it as an important life-skill. They are looking forward to growing this number in the years to come.
