The crossing is not that visible, near railway lines and a roundabout, has high traffic flow, and is close to industrial businesses. School Patrols are used, but the crossing is about 250 meters from the school, and not visible from the school. At times children were arriving to start their patrol duties without teacher supervision. Incorrect and old uniforms were being worn. The patrol signs were heavy and difficult for children to use. Teachers would sometimes tell the children to finish their duties too early. Children would scooter across the railway lines with a sloping grade towards the crossing. If the patrol was not operating, they would immediately scoot out onto the crossing without looking, causing traffic to stop suddenly. Local motorists expressed their concerns. Identification and prioritisationDecision made to train all teachers to receive training on the crossing this involved the principal, all staff, and Police. ٴletter and enforcing the students that they are not allowed to scooter at the patrol crossings. Meeting held with Tararua Alliance. Road safety meeting at Tararua District Council with Mayor, Pahiatua and Dannevirke Board electorates, and representative from NZTA. Short-term goalThat there will be exploration of having an illuminating electronic sign to advise the motorists travelling south into the town that there is a School Patrol operating That children will be able to attach signs easily. Long-term goalTo upgrade signage on SH2/Stanley Street. To change the crossing to a Kea Crossing with signs permanently erected to the poles. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) The schools policies and protocols for traffic management were discussed. and staff made aware of their requirements. Staff were trained as crossing supervisors, encouraged to be good role models, and reminded of the importance of remaining on patrol for a longer time. School Patrol children were refreshed, and new ones trained. Police staff patrolled the crossing when the Patrol was operating. Old uniforms were removed and replaced with the correct new uniforms. Community connections (consultation; collaboration; model parents) Important community partnerships were developed and will strengthen as time goes on. NZTA and Tararua Alliance relationships also developed. Curriculum teaching and learning (taking action for: myself; my friends; my community) Year 7/8 students were trained. Students positively encouraged each other to use the School Patrol system correctly and safely. School Patrols were positively encouraged to make sure pedestrians do as they should, and to immediately let a supervisor know if infringements occur. ImpactAfter meeting with NZTA, it was determined that the electronic sign was not a possibility as the Patrol operates away from the school site. A simplified hinge system has made it easier for children to use their signs The better system encourages the students to take their duties more confidently and willingly. Teachers are more aware of what they should be doing when supervising the crossing. Next stepsFollow up with Tararua Alliance and NZTA to ensure that the changes will occur (next meeting in February 2017). The school will provide ongoing education for their community via the newsletter. There will be a better roster system, and changes to the teachers who will supervise patrols in 2017.ObstaclesStudents and teachers not turning up for their rostered duties. The fear that motorists will not adhere to the visible changes, ultimately putting students at risk.ImprovementsA lesson learnt is that there was no gathering of data to determine a baseline of the problem. Over a period of time, Police and school will gather and record data to determine how often any further issues now arise. The process of data gathering could involve the students themselves. The school will take problems seriously as well, and will record and act at the time to positively work on any further issues that arise. Students could be involved in communicating the issue to the community. ConclusionThe school is passionate in ensuring their students safety, and want to make sure their students are confident in their duties, as well as remaining safe when travelling to and from school.
