Hook School Community Officer SummaryPersonal safety of students when crossing two extremely busy roads.IssueThe school is situated on the corner of two busy roads, on an arterial route for heavy trucks. A majority of the students walk to and from school. There were no designated school pick-up and drop-off points, so most students had to cross the roads. This was particularly dangerous for them because, although there were 40 km/h speed signs and school zone signs and pedestrian crossings on both the roads that are used by the majority of the students, there were no school traffic safety teams operating on the road. Identification and prioritisationThe issue was identified and prioritised in Term 3 2014 by the principal. Auckland Transport was advised that this is an issue as the agency understood the school to have a road patrol. However, no road patrols had operated on the two roads for approximately 10 years. Two other local schools were also concerned, and one of the neighbouring schools advised of two recent incidents where students had been hit on one of these roads.Short-term goalTo set up one crossing operated by a school traffic safety team for Term 1 2015. To inform the main local truck business that the road patrols were about to start and ask drivers to be extra careful.Long-term goalTo have a school traffic safety team operating on both crossings. To have all students using the crossing point safely by the end of Term 2. To have the parents and public who use these roads abide by the road rules. To have no incidents of students being hit by motorists when travelling to and from school.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The principal discussed the issue with the Board of Trustees who agreed that there was a need for starting up school road safety teams. A school staff member was appointed to be in charge of the team, and responsible students were selected to be part of the team. The students assisted with looking at a safe environment using the CPTED approach. They identified an issue with the wideness of the road (there was a huge distance between the signs when they were out) and with the siting of the parking bay as it blocked students vision of traffic. Community connections School newsletters were sent to parents advising them of the rules for crossings so that they would know to prevent any offences. Parents of students who werent already walking to school were encouraged let them do so now that the road patrols were operating. The local truck yards were advised of the date on which the patrols would start and when training was taking place. Local businesses informed the SCO that the trucks often went too fast and did not stop at the crossings. Auckland Transport visited the school and assisted in the training. AT roading engineers considered possible safety improvements such as road bumps to slow traffic and blisters to shorten the distance between the signs. The local newspaper published an article informing the public about the patrols, with a picture of the students being trained. Curriculum teaching and learning The road patrol team completed the Police two-day training course and a refresher training was also carried out in Term 3. The whole school was educated on safe walking and safe use of their crossing. Parents were also encouraged to become involved as adult supervisors. Police and Auckland Transport were present for the first week and later carried out spot checks to ensure the students were crossing safely. ImpactThe signs were ordered but took a long time to arrive so that the road patrol could not be implemented until Term 2. Truck drivers were observed to be extra cautious around the school. Students on the road patrol team took their duty and responsibilities seriously and the most turned up on their given day. However a few students were unreliable and were replaced. The school observed an increase in the number of students using the crossing, whereas before they would cross on other parts of the road. There have been no reports of any student being hit by motorists on these roads since the road patrols were reinstated. The students from the neighbouring schools are also using the crossing.Next stepsAuckland Transport engineers are considering how to make the road safer. They are unable to put in bumps because of the high volume of heavy vehicles and trucks. However, they are still looking into the blisters, which will help with the distance between the signs and improve the students view with the parking bay.ObstaclesOne obstacle is the length of time it is taking the engineers to make changes to make the road a safer environment. AT has advised that the process will take some time, possibly one or two years. The students on the road patrol team are currently working with an adult supervisor who has better visibility of the road, but once changes are made they will be able to make decisions for themselves. No parents volunteered to assist with the road patrol teams so teachers were rostered for road patrol duty. Parents were also not very safe in how they parked around the school, and were spoken to by Police, which did produce a slight improvement.ImprovementsWe would like parents to take more ownership of the road patrol after all, the aim is to keep their children safe. A deeper collection of factual rather than anecdotal or observational data is needed before the intervention to provide evidence for setting SMART goals and to give a basis for measuring the impact of the intervention.ConclusionThis intervention has helped the schools, the wider community, Police and outside agencies to work in partnership to create a safe place for students to travel to and from school. It is helping students to be better role models and to take ownership of their own and others safety. It has strengthened the relationships between the local schools. The public is driving more safely around the school. The students are aware and now make safer choices when crossing the roads.
