IssueThis school is situated next to an intermediate school. The combined school rolls of 1500 made for traffic congestion. There were large numbers of vehicles and people at both schools at the peak drop-off and pick-up times of 8.159.00am and 2.303.10pm. Identification and prioritisationThe issue was identified and prioritised in Term 2 2017, when the School Community Officer (SCO) met with the principal to discuss the congestion outside the school. Concerns were discussed that parents were basically parking wherever they wanted, and there had been near misses with students crossing the road. Local residents were also constantly complaining to Police about driver behaviour, with the problem increasing on wet days. A survey conducted by Travelwise students from the school revealed how bad the issue was, with over 500 offences committed in a five-day period, and with over 300 vehicles stopping on yellow lines.Short-term goalTo relieve congestion around the school by offering alternative drop-off areas. To involve the wider school community in keeping students safe during the peak times. To educate or remind drivers of their responsibilities when stopping in and around the school.Long-term goalTo have less traffic, and to have more students using alternative ways to get to school. To have parents demonstrating road safety, and supporting the Police in keeping down the number of vehicles around the school.Prevention activitiesActivities that occurred within a whole-school approach included: Discussions were held to identify the problem areas to be addressed. The area was flooded with staff to educate drivers and remind them of their responsibilities while driving around the school. Students were encouraged to join walking school buses, or to find alternative ways to get to school, such as riding a bike or scooter, catching the bus, or using a park and ride. Safe drop-off zones close to the school were identified for parents to use instead of the front of the school. Safe pedestrian routes were mapped out. Parents were educated on how to use the drop-off zones correctly. The local media were engaged with to make the community more aware. Infringement notices were issued as a last resort. These activities involved Police, teachers, parents, Auckland Transport and Crime Patrol.ImpactThere was immediate impact on driver behaviour in and around the school right from the first day, due to the amount of staff patrolling the school. More students were being dropped off further away from the school and walking the last part of their journey. The drop-off bay started working properly, with cars moving forward instead of staying in the same place. Congestion improved, with more students walking further.Next stepsSchool staff, parents and Police will monitor the area periodically, to check the effect of no longer having large staff numbers in the area. The school will continue to inform parents and caregivers through the newsletter of their responsibilities when picking up or dropping off their children at school. ObstaclesConvincing parents that student safety was a priority. Changing the culture around school drop-off and pick-up zones. Trying to get school parents involved with this intervention. Some parents dropping off children had very limited English. Sustainability of the intervention.ImprovementsStudents could have been involved more by helping encourage their parents to be part of the intervention. Improvements in road signage and layout could help ease congestion on the main road. Having more time before the operation would have made sure all bases are covered. The media could have been invited to attend one of the days to see for themselves what schools face when it comes to congestion.ConclusionWhile the initial impact on the school was noticeable, it is the sustainability of this intervention that will ultimately decide whether it is a success. To date there is large improvement in the drop-off and pick-up bays, but there are still drivers who commit parking offences knowing that no-one is there to monitor them. New signage and road layout is currently being investigated, along with the implementation of traffic lights at one of the schools crossings.
