Some students were running across the road without looking, getting out of vehicles on the wrong side, or not using the school crossing. Identification and PrioritisationIssues identified by: Parents: Parents had expressed concern about the welfare of students and their ability to cross the road safely. This was not happening directly outside the school - it was in the surrounding streets where the biggest concern lay. Community: Community members also expressed their concerns to the school about the ability of students to cross the road safely. They produced video evidence of a number of children displaying unsafe behaviour when crossing the road. Students: Some students had spoken to the school about the safety of their fellow students when crossing the road. School Patrol students in particular found it frustrating that their peers were not using the crossing. School Staff: School staff were being abused by some parents (often with children in tow) when they were asked to use the crossing. They also noted an increase in unsafe road crossing behaviour. Police: Police executed a number of spot checks on student behaviour whilst crossing roads, and identified significant issues. These included children getting out of the car on the road side, not using dedicated crossing areas, or not looking before crossing. 30% of all children were using the patrolled crossing. Short-term goalAn immediate reduction in reported cases of unsafe behaviour from members of the school and the wider community. Long-term goalNo reports of unsafe road crossing by students, and the school will be known throughout the community for its safe behaviour around road safety. Prevention ActivitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) School staff monitored the road surrounding the school more heavily, and targeted those students who were being unsafe. Police helped the school to monitor surrounding roads and targeted those students who were being unsafe. Police assisted teachers to plan road safety education for all the students ( HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely" Travelling Safely). Community connections (consultation; collaboration; model parents) Parents were invited to a meeting at the school with Auckland Transport, Police and school management to advise them of the seriousness of the issue. They were advised about the school rules regarding the road crossing, and their buy-in was sought for the road safety plan. They were encouraged to report unsafe road behaviour to the school. The wider school community was asked to continue to report unsafe behaviour of students around road safety, and to continue to provide evidence when and if they could. The Howick/Pakuranga Crime Patrol Group did random checks of the school and students road behaviour, and reported their findings back to Police. Curriculum teaching and learning (taking action for: myself; my friends; my community) All students participated in  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Travelling Safely, and will continue to report unsafe behaviour. Teachers reinforced the message to all students around road safety at weekly assemblies. ImpactThe short-term goal has been achieved: At the start of Term 1 2016 road safe practices were being used school-wide. There was a marked decrease in reports of unsafe road behaviour by students. Parents were also using safe road practices, and buying into the road safe programme. There has been a marked increase of students (and parents) using the School Patrol crossing. Spot checks by Police revealed no further unsafe practices. Next StepsThe long-term goal will be achieved through the following next steps. Intervention plan will be reviewed for modification for the following year, so that new students are aware of behaviour expected. Spot checks by school staff and Police will continue throughout the year, so as that students do not fall back into bad habits. The school will compare student road safety from 2015 to 2016.ObstaclesIt took at least one term for everyone to learn the new rules of using the crossing whenever possible. A few parents continued to not use the school crossing, especially when they were late dropping off children, or when it was raining.ImprovementsThe school could ensure at the start of each school year that a notice is given to students and parents about their expected behaviour when crossing the road, and on the designated safe areas to use. Students could be used to gather data before the intervention to help set the baseline of existing unsafe behaviour, and then again afterwards to help measure the actual success (or not) of the intervention. ConclusionThrough this intervention the school has partnered with Police and other community partners, and made a measureable impact on the issue.
