Drivers and pedestrians were confused by a traffic warden controlled crossing. Unsafe practices frequently occurred, such as staff standing out on the roadway to stop traffic. The entrance to the school was poorly designed. There was a collision recently when a bus was manoeuvring to enter the driveway. The driveway also posed problems with vehicle speed and traffic congestion when parents used it to drop off and pick up students. The bus loading zone had no marking or barrier to keep waiting students away from where the bus stops. Identification and prioritisationThe issue was initially identified by Police. There were frequent complaints from motorists about the crossing. Teachers frequently complained that motorists did not stop for students, and that that both pedestrians and motorists were confused. Short-term goalA school patrol will be established on the crossing. Long-term goalThe engineering issues at the school entranceway and the bus loading zone will be addressed. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The pedestrian crossing outside the school was moved to make it possible to implement the school patrol. A school traffic safety team was established to operate the new crossing. Community connections Police, New Zealand Transport Agency, the local council, the board of trustees, school management, school staff, students and local residents were consulted. The school communicated with parents about the school crossing and school driveway. Curriculum teaching and learning The school traffic safety team students took part in the kea crossing training. Some students expressed concerns about the inadequacies of the traffic warden operation. ImpactAs a result of this intervention the short-term goal was achieved. Most parents who park nearby park legally. Students are more aware of traffic and are using the school crossing point rather than crossing further down the road.Next stepsThe next steps for this intervention are to remove a concrete block divider in the centre of the school driveway, refresh the markings in the school car park and resolve the bus loading problems. This will be done during a planned renovation of the school. ObstaclesThere were a number of objections from a variety of sources: within the school, from a neighbour and from the local council. These were overcome through persistence, by seeking specialist advice and support, through observations of student and driver behaviour and through analysis of accident data, all of which supported the purpose and outcome of the intervention. The logistical problem of operating a double school patrol and a kea crossing was only temporary as the following years new supply of school traffic safety team members would make up the numbers. There issue with the correct placement of the crossing, but its deficiencies are being resolved by collaboration between the school, Police, the New Zealand Transport Agency and the local council. ImprovementsThe intervention would be improved by not taking on such a large or complex situation at once, but treating each identified problem as a separate intervention, even though they are interrelated.ConclusionThe school has found the installation of the kea crossing very effective. The new crossing has provided a safer service to the school and the community.
