Lack of parking space on the road forced parents to drive into the school grounds, adding to the traffic congestion and increasing the danger to students. The bus stop was next to an unmanned pedestrian crossing, which restricted students view of the road as they crossed. The pedestrian crossing was not being used. Adults and students crossed the road at points that were nearer to their parked vehicles. The signs indicating the change in speed zone from 100 km/h to 50 km/h were positioned only 500 m from the school. This meant that motorists were often driving too fast as they went past the school. Identification and prioritisationAfter several near misses involving students the school discussed the issue with Police at their annual joint planning meeting. Those initially involved were the principal, senior management, SCO and Police traffic units. Short-term goalThe position of the bus stop will be changed. A school patrol will be established on the pedestrian crossing. Signs and road markings will be changed to improve traffic flow. Safety protocols will be established with bus companies. Long-term goalAll parents will follow the school patrols instructions. The speed of traffic outside the school will be reduced. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The schools policies and protocols for traffic management inside and outside the school were updated. Protocols were established with the bus companies, including a new pick-up point and agreement that the buses would enter the bus bay in the same order every day. Traffic wardens and school patrols were trained to operate the school driveways and the pedestrian crossing. All school staff were taught new safety procedures and were encouraged to be good role models for road safety. The local roading authority removed the bus stop on the road. This provided more space for parking and improved visibility for students. Additional signage was installed on the road to alert drivers to the presence of the school and change in the speed zone. Police patrolled the area outside school regularly, targeting speeding and the correct use of restraints in cars. Community connections Important community relationships were formed and strengthened with the district council. Local media were used to highlight the speed problem and advertise the establishment of the new school patrol. Hawkes Bay Road Safe and Police ran several road safety campaigns to educate parents about their responsibilities. Local bus companies were consulted and were supportive, from the drivers to office staff and managers. A letter from the SCO was sent to parents and the school community explaining the changes and the schools expectations. Information was sent home in a number of school newsletters. Curriculum teaching and learning Students were selected and trained to operate the new school patrol crossing. Traffic wardens were trained to operate at the school driveways. Students encouraged family and friends to use the pedestrian crossing at all times. ImpactThere is now a new bus pick-up point, a better trained school patrol, improved visibility on the road, and a more safety-conscious community. Next stepsThe school will provide ongoing education for the community about how students are to be picked up or dropped off at school. A footpath will be installed on the opposite side of road from the school to encourage more students and families to use the pedestrian crossing. This will reduce congestion. Police will continue to enforce the speed limits outside the school. ObstaclesThe biggest obstacle was the some parents remained reluctant to be good role models and continued to cross the road opposite their parked cars.ImprovementsThe intervention would be improved by involving the students in the decision making instead of leaving it all to the adults. It would make a good inquiry-based learning activity.ConclusionThe school is proud of the improved safety at the front of their school. This includes their first school patrol team, and the parents who continue to be good safety role models for their children.
