Kea crossing markings were incorrect, with lengthways lines painted over diagonal lines. As a result, younger students believed that it was a standard pedestrian crossing and that cars would therefore stop for them. The area had a new pedestrian crossing that was too close to a roundabout for school patrols to operate it safely. Vehicle and pedestrian traffic on the road had increased with the opening of a large subdivision (comprising more than 500 houses) behind the school.Identification and prioritisationThe issue was identified and prioritised by the SCO, the teacher who supervised school patrols, and the principal.Short-term goalTo ensure that no one is injured while the problem is being rectified.Long-term goalTo implement engineering solutions to identified crossing issues, including: altering the kea crossing so that it is safe for students to use Moving the pedestrian crossing back to its original site so that it is safe for the school patrol to operate so that students can cross safely.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment Meetings were held between Police, the principal, the chairperson of the board of trustees and the local councils roading engineer to discuss the issue, view the crossings, discuss changes and monitor progress. All school patrols were trained and had the issues explained to them. After a minor accident at one of the crossings, changes were made to the road markings and a centre island was put in place. Notices were sent out to parents of students, highlighting the issue and asking them to use other entrances to the school. The principal and the board of trustees decided that the pedestrian crossing situated at the side of the roundabout would no longer be manned and operated by school patrols, but would instead be operated by a teacher. This decision was communicated to the roading authority. Community connections A  HYPERLINK "http://www.police.govt.nz/about-us/publication/whangarei-safe-school-crossings-project" slideshow highlighting the problems involving school patrol crossings in the Whangarei area was presented to various stakeholders, including the local council roading engineer, his supervisor, Police's road policing manager and other senior managers. The Safer Whangarei committee met to discuss school crossings in the Whangarei area. The SCO and the road marking agency discussed the correct marking of school crossings, particularly kea crossings. Police and the local council inspected all school patrol crossings at the end of each term. Homeowners affected by the placement of the centre island were contacted for their permission to make the alterations. Curriculum teaching and learning The school focused on road safety with year 1 students during Terms 1 and 2. This included lessons, games, art work and stories on the theme of road safety. The SCO, the supervising teacher and the school patrol assisted each student to cross at the kea crossing. As an extension exercise, the school trialled a new road safety resource from Road Safe Whangarei during Term 3. ImpactThe intervention resulted in a change to the kea crossing at the front of the school. Misleading road markings were removed and a centre island was installed. This increased safety and visibility around the entrance to the school for both students and members of the public using the crossing.Next stepThe next steps towards the long-term goal are under way, including altering the pedestrian crossing at the roundabout so that it can once again be used as a School Patrol crossing. It is hoped that the local council will undertake more frequent maintenance.ObstaclesInitially the local roading authority was reluctant to become involved its budget for repairs was limited and out of 18 local school crossings, 16 have issues. Police also lacked sufficient resources to resolve situation. ImprovementsThe intervention would be improved by involving a senior member of the local roading authority and a city councillor at an earlier stage to assist with the process.ConclusionThe school is proud of how this issue is being addressed. As the principal said, "It has been great working with the Police, who have supported the implementation of the changes that we have discussed. It has also built on the relationship we already have. I believe that the changes that we have implemented this year around our crossings will benefit our community for a long time to come. What we have really enjoyed, apart from the obvious advantage in the safety of our children, is that although we were part of the implementation and decision making process, we haven't had to keep following it up the Police have regularly checked on progress and kept us fully informed, and we appreciate that. I believe that it has worked because of this partnership and because everyone has worked together to get it done."
