Anderson School Community Officer SummaryIncreasing the safety of students using a pedestrian crossing on the way to school.IssueThe pedestrian crossing had several problems, including: incorrect sign hinges and disused kea crossing poles that obscured the school patrols view congestion outside the school resulting from a 15 minute drop off zone that the school had been trying to change to a 1-minute drop off zone for a number of years.Identification and prioritisationThe issue was identified and prioritised by the SCO and the teacher who supervised school patrols.Short-term goalTo implement steps to rectify the identified issues.Long-term goalTo implement engineering solutions to identified crossing issues, including: altering hinges so that they match the School Patrols signs changing the drop off zone from 15-minute parking to a 1-minute drop off zone removing disused kea crossing posts to avoid confusion.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment All school patrols were trained and informed of the problems with the hinges, parking times and traffic safety. The local district council engineer was invited to the school to look at the issue and come up with possible solutions. Community connections A HYPERLINK "http://www.police.govt.nz/about-us/publication/whangarei-safe-school-crossings-project" slideshow was produced to highlight the large number of problems involving school patrol crossings in the Whangarei area. The slideshow was presented to various stakeholders (including the local district council engineer and his supervisor, Police's road policing manager and other senior managers) in order to stimulate a shared viewpoint. The school newsletter was used to advise parents not to use the front of the school as a parking area before and after school, and informed them of the dangers of blocking teachers access to and from the school. A consultation meeting was held with the Safer Whangarei committee about school crossings in the Whangarei area. A progress meeting was held between the local district council engineer, the principals of schools that had similar problems with school patrol crossings, and the SCO. Each crossing was inspected, and progress and future corrections were discussed. Curriculum teaching and learning Road safety education was delivered to all junior students, including new entrants visiting the school and using the crossing under the direction of the School Patrol. Middle and senior school students received cycle safety education that included road rules, how to use the pedestrian crossing, and a discussion of dangers on the road and outside the school. ImpactThe intervention has reduced parking issues outside the school and there have been no reported incidents of students crossing the pedestrian crossing before being told to cross. Next stepThe next steps towards the long-term goal are already under way. The district council engineer has requested written submissions from Police and the school to support a change the parking area from a 15-minute parking zone to a 1-minute drop off zone. This proposed alteration is currently before the council for final consideration. As a direct result of the intervention plan the disused kea crossing posts and incorrect hinges have been removed and new pedestrian crossing posts have been fitted.ObstaclesThe district council has a limited budget crossing maintenance within the Whangarei area and the scope of the problem is large 16 out of the 18 local school crossings have safety issues. Police resources to resolve the issue are limited. In addition, communication between schools, Police and the council on school patrol crossing issues has not been effective for a number of years. ImprovementsThe intervention would be improved by: involving students in identifying the problem and suggesting solutions greater communication with parents about these issues greater coordination with other Police personnel over education and enforcement.ConclusionThe school is proud of how this issue is being addressed. As the Principal said, "We have tried for years to have alterations made to our crossing, without success. With Police help and assistance we have now been able to resolve all these issues within a very short time. We are also very proud that we have been able to create a safer environment for everyone by ensuring that the children's safety is paramount within our school, at home and within the community.
