Students identified: parents calling students from over the road to hurry up, rather than getting out and helping their children to cross the road children making poor decisions, and not knowing about road safety motorists being unaware of dangers the speed limit potentially contributing to crashes or near misses. the parents lack of concern about the danger for students crossing the road.Identification and prioritisationInitially concerns were raised by students from one class to the Police School Community Officer. The Principal, Police, council and road engineering staff met and worked through the students concerns. Police and council had follow-up meetings about the perceived problems, and highlighted recommendations.Short-term goalTo improve students safety when crossing the road to waiting parents. To create safer areas for parents to park, where students do not need to cross the road To educate students about road safety.Long-term goalTo improve the overall pedestrian access and design of the current layout for pedestrian access to and from the school. To improve or change road layout and road markings. To consider moving the pedestrian crossing to a safer location. To create safe walking routes to and from school. To improve parking access for parents at peak traffic times, without compromising pedestrian safety.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) In order to assess the perceived problem, a survey was completed on which modes of transport each student used, and which direction they travel. Site visits were made by Police, Council and the Principal. Each visit allowed for discussion around the perceived problem, and ways to alleviate it without creating other issues as a result. Staff were asked to move their personal vehicles from the areas closest to the school to allow parents easy access to the footpath closest to the school. This has really made a huge improvement to the safety of the students and is likely to be a long term solution. The school liaised with the Ministry of Education on their financial responsibility boundaries with the responsibility of the local council, so that it was clear who would be financially liable for any costs if improvements were required. Community connections (consultation; collaboration; model parents) Photographs were taken and an email sent to the council road engineer, highlighting the concerns of the students and requesting a site visit. Students from Room 8 presented their identified problem and solutions to council staff. Police met with the local councilor and the Principal. A site visit was completed of the areas where the students had identified issues. The outcomes from this meeting were that the engineer was going to complete a report highlighting recommendations, school staff were going to move their cars to the opposite side of the road and create a drop-off zone for parents, and students were to complete a survey and undertake lessons on road safety. A meeting with the council road engineering staff went through the recommendations of their report. These included to: create a walkway down the field and over the creek near the Town Hall to keep pedestrian traffic to a minimum at King Street and Valley Road intersection, and away from sneaky driveways on Valley Road redesign the school bus bay to ensure footpaths and road markings were accurate mark pick-up and drop-off zones close to the school, therefore discouraging parents from parking opposite the school and getting their children to cross the road improving footpaths in all directions improve road marking at the intersection of King Street and Valley Road, so that the view from the intersection was not obstructed look at a secure shed for the School Traffic Safety Teams school patrol equipment, located near the pedestrian crossing so that the school patrols did not have to carry the equipment long distances improve the signage within the Hikurangi township, as the current signs were obscured by buildings and business signage. Local Police staff were notified of the large number of drivers who failed to stop at the pedestrian crossing. The School Community Officer completed school road safety lessons. Police approached the local bulletin to place an article in the weekly/fortnightly newsletter. Curriculum teaching and learning (taking action for: myself; my friends; my community) When initially approached by Room 8, the School Community Officer met with the students to discuss their identified issues and worked through the  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/information-and-guidelines/partnerships-practice" SARA problem-solving process with them to ensure they had really thought about the problem. The junior and middle school received two road safety lessons focusing on safe walking, sneaky driveways, types of traffic, risks associated with road traffic, road sign identification, crossing the road safely, and pedestrian crossings. On completion of the safety lessons, each class was given a challenge as an extension of the road safety message. These ranged from approaching Fonterra for funding for walking vests for students, to making safe walking posters for local shop windows. Room 8 was encouraged to continue with this problem, and to promote their involvement in problem-solving projects with the local media.ImpactImmediately after advising staff to move their vehicles, the parking near the school reduced at the peak pick-up and drop-off times. Parents no longer parked opposite the school, which has minimised the need for students to cross the road. The council has a long term plan for the Hikurangi township centered on pedestrian safety this gradually being implemented as financial support becomes available. Next stepsPolice will continue to communicate with the school and the council over the implementation of the recommendations of the Roading Engineer. The school is working on a cycle track within the school boundary. A walking route leading in and out of the Town Hall will begin construction.ObstaclesAt this stage funding appears to be the only obstacle of this intervention, with the school budget not being in a position to factor in any cosmetic changes to the staff carpark on site. Council will, when possible and when scheduled, start with improvement work.ImprovementsNil identified to be made.ConclusionThis was a great community project to be involved in. It showed how a small community can band together to get a problem fixed. It was a great collaboration between the school, students, teachers, council and Police. This is a work in progress, but has now been prioritised for Council and Police. Police will continue to monitor pedestrian safety and highlight findings to Council when improvements need to be made.
