Drummond School Community Officer  SummaryIncreasing students safety in the school car park and on the road.IssueTraffic congestion in the school car park and the road is an ongoing issue that has increased as more parents pick up their children after school. This is exacerbated when nearly 2000 students exit the primary school and high school at the same time.Identification and prioritisationThis problem was prioritised in 2014 when a junior student was knocked down in the primary school car park, receiving minor injuries. This intervention was developed by school management, the board of trustees and the SCO in response.Short-term goalTo reduce the use of private vehicles at peak time, and to improve traffic movements.Long-term goalTo change parents attitudes over how and when they collect their children from school. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The school, the SCO and local council roading staff met to look at ways to improve traffic flow on Hone Heke Road. The council decided that the traffic flow was not heavy enough to require altering the current system. To clear the exit area before the high school finished for the day, the primary school moved the home-time bell from 3.00 pm (same as the high school) to 2.50 pm. Years 02 students are now released from school at 2.30 pm if parents come into the classroom to pick up their children and exit the school straight away. Rostered staff wearing high-visibility vests now direct cars into parks and guide students to cars. A walking school bus was set up for 2 days each week to take students from the primary school to a nearby public car park where parents could collect them more safely. The number of students using this has increased from 20 to 40. Community connections Better relationships have been built between the council, the high school, the primary school, the kindergarten and the bus company so that they can work together to improve traffic flow. The contracted school bus company at the high school agreed to ensure that the buses all flowed in one direction away from the school. The SCO issued a newsletter after the incident in which the student was injured. Parents were asked to stagger pick up times at the end of the day. Follow-up communications were posted by the SCO onto the school website to thank parents for their efforts and remind them to maintain the current standard. Curriculum teaching and learning Students received lessons from the Road Safe resources for  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-0-1" years 01 and for  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-2-3" years 23. The main emphasis was on how to stay safe in the car park and on the footpaths around the school.ImpactThere was an observed improvement in congestion levels between 2.45 pm and 3.10 pm.Next stepNext steps include making the walking school bus a daily activity, regular communication from the school to parents, regular monitoring by Police, and regular monitoring of traffic flows by the council, with the understanding that traffic engineering solutions will be implemented if traffic flows exceed the councils standard.ObstaclesInitially parents were reluctant to take more responsibility for students safety. While it is unfortunate that it took an incident in which a child was injured to bring about change, parents responded well to the changed expectations for picking up their children.ImprovementsThis intervention would be improved by involving students more at the beginning. Identifying the problems and finding solutions would have given them a sense of ownership of their own safety, and their solutions might enhance community engagement. Data on the initial level of congestion would have helped in assessing the extent to which the school achieved its sort-term goal.ConclusionThe school is proud of how parents cooperated with getting their children home safely.
