Identification and prioritisationThis problem was prioritised in early 2014 because of the combination of a drug-related incident and the appointment of a new principal and chairperson of the board of trustees, which provided an impetus to take a whole-school approach to preventing harm from drug use. Previously local community organisations had taken at best a piecemeal approach to addressing an intergenerational acceptance that cannabis use was part of the Whangaroa community. The previous principal had attempted to use the softly softly approach to drug use, which backfired to the extent that there was talk of the school closing as the roll had dropped to 80.Short-term goalTo change the school and communitys attitudes towards the use of drugs, especially cannabis. This goal will be measured by collating data from the school on the number of incidents of reported drug use over a period of several school terms. Long-term goalStudents will view cannabis as uncool and to see that life can be so much better when they are drug free. The school and community will face up to the negative impact of cannabis. These goals will be measured by the number of stand downs or exclusions from the school that are related to drug use. Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment A closer relationship was developed between the school management and the local police constable. The SCO and local Police began walking regularly through the school, increasing Police presence. The school has made fundamental changes in the way it reports drug offences. Police are called in straight way to work with the school, the student and parents to address the issue. The Rubicon Youth Alcohol & Drug Support Service has been used on several occasions and will be a regular part of the programme. The board of trustees is regularly updated on how these initiatives are working. The principal has included drug education in teacher training sessions. Community connections A range of other community organisations were already working with the school to emphasise healthy living, which aligned with the cannabis issue. These included Ngati Kahu Social Services, Life Education and Bluelight. There is now an expectation that the parents of students will be held accountable for the actions of their children. The school is more inclusive of families and holds regular parentteacher meetings. Curriculum teaching and learning During Term 2 the years 710 classes covered content from the Police drug education programme HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/healthy-body-healthy-mind"Choice with the SCO. Many of the students had met the SCO when they were in primary school. There was a full school assembly attended by the SCO, the local police constable, and a police officer who is a nationally renowned drug expert. He spoke about the short- and long-term harmful effects of cannabis on students and others.ImpactThere has been a significant drop in cannabis-related incidents at the school. There is a firm belief that this is due to the new expectations at the school that drug use will not be tolerated. Since the new approach from the new Principal and Board, together with the support of the local Police, SCO and the community, the school roll has risen to 140 and NCEA results are improving rapidly.Next stepRubicon Youth Alcohol & Drug Support Services have been engaged to work with students who struggle with drug dependency. The school will continue to reinforce the interventions message and the expectation that cannabis use is an unacceptable part of the school culture. There will be an ongoing relationship between Police and the school through education programmes, meetings and working with community organisations. The aim is to develop multiagency cooperation in order to change the communitys attitude to cannabis use. ObstaclesThe change in school management has given fresh impetus to the schools efforts to eradicate drug use. The growing acceptance that Police are there to help makes it easier to address the issue. ImprovementsNot enough effort was put into follow-up class work with the students. This will be addressed when the programme is repeated in 2015 as part of the focus on continuing improvement in the culture of the school.ConclusionThe school is proud of the cooperation it has established with Police, as there is a feeling that the culture at the school is improving. There had been talk that the school might close due to rampant drug use and bullying issues. The fact that these issues are being resolutely addressed may be one reason that the school roll is now increasing.
