Herrick School Community Officer SummaryChanging negative perceptions of Police.IssueMany of the students had experienced Police involvement in their lives only when their families were in crisis, often in unpleasant circumstances. As a result they and their families often had a very negative attitude towards Police.Identification and prioritisationThe issue was identified from Police statistics on the level of victimisation and offending in the contributing area and the number of calls from the school; historical involvement by the SCO; and the schools involvement with PB4L. The senior management of the school agreed to a partnership that included the SCO and Youth Services Officer.Short-term goalTo develop a culture within the school where the presence of the SCO and Police in general is seen as positive rather than negative.Long-term goalTo manage issues involving the victimisation and offending of students within the school and wider community through using the existing interagency pastoral meetings as a basis for a coordinated approach.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The school has a rigorous policy on providing a safe and supportive environment for students and staff. This policy is supported by a number of documents, including procedures, and programmed interventions. All staff at the school are aware of the procedures for dealing with incidents that potentially or actually put students or staff at risk. The school encourages interaction between the students and the Police outside the intervention programmes, so that students understand that Police are not there just to react to negative occurrences. Community connections An interagency group meets once a term to review the needs and progress of identified students and agree on support as required. The agencies represented include Group Special Education, CYFS, DHB, RTLB, the principal, the deputy principal and the SCO. The appropriate agency arranges support from the local community. The SCO made many informal visits to the school, which helped students and staff feel more comfortable with a Police presence. Curriculum teaching and learning During Term 2 all classes took part in HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/successful-relationships/kia-kaha" Kia Kaha as an appropriate whole-school approach to developing relationship skills between students and for interacting with adults. Through Kia Kaha all students experienced a positive interaction with Police (the SCO).ImpactStudents now greet the SCO in a polite and cheerful way and they address him by name, both at school but also when they meet him in the community. One student who initially complained to his teacher's aide about having the cops called on him (when he was referred from a class) eventually invited the SCO to visit him at home.Next stepsThe next steps are to continue building the Police profile within the school by: increasing Police involvement in the support interventions put in place by the interagency group making time spent with each class more meaningful when Police are taking part in classroom-based programmes.ObstaclesThe initial obstacle was the negative perception of Police. The ongoing obstacle is the SCOs limited availability because of his commitments to other schools. This can be overcome by prioritising visits and managing time efficiently.Improvements To be truly effective this intervention needs to be ongoing so that students continue the relationships built up at the school when they move to college. The information about and understanding of students gained by the SCO assists with the ongoing pastoral intervention carried out at the nearby secondary school. To make this intervention even more effective, the school needs to explore ways of breaking down the barriers that still exist between some families and the Police. This would be the next step when continuing this intervention next year.ConclusionThe school is proud of the relationship it has built with outside agencies such as the Police and values the response and support it has received from Police. It particularly appreciates the commitment of the SCO to the intervention and its philosophy. The school is also proud of the positive interactions it has had with the Police community, such as the Kapa Haka roopu performing at the local Police awards ceremony. Many of the students had experienced Police involvement in their lives only when their families were in crisis, often in unpleasant circumstances. This intervention enabled them to interact with Police in a positive and supportive way, and learn that Police are there to help them if they have problems in the future.
