Bush School Community Officer  SummaryRail safety. IssueThe issue was danger for students crossing the railway line near the school, whether by foot, bicycle or vehicle. The railway crossing has bells, but no barrier arms. The speed limit for the train is 80 km per hour. There are no markings on the footpath that goes over the railway line.Identification and prioritisationThe issue was identified and prioritised in 2014 during the annual Policeschool planning meeting. The principal and the schools road safety coordinator showed a willingness to ensure the safety of students by considering a whole-school approach to rail safety. Short-term goalTo provide an engineering solution to improve rail safety for the children. Long-term goalTo raise awareness of rail safety for the whole of the school community.Prevention activitiesActivities that occurred within a whole school approach included: School ethos and environment After a compelling presentation by the schools road safety coordinator and the SCO to the local KiwiRail manager, a road safety engineer from the New Zealand Transport Agency and the local councils Road Safety Round Schools committee, Marlborough Roads agreed to upgrade the footpaths near railway crossings, and KiwiRail agreed to paint safety holding lines on all the footpaths near railway crossings. The SCO and the road safety coordinator visited the KiwiRail yards in Picton to take photos of trains for the school to use in promoting rail safety. The school reviewed its policies for travel safety and revised its procedures for crossing the railway. Community connections The intervention included collaboration between the school and a number of agencies, including Kiwi Rail, the local council, Marlborough Roads and Police. Parents received information about rail safety and the new procedures for crossing the railway lines through the school newsletters and the classroom blogs. Curriculum teaching and learning The whole school did all the activities from Police's  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/rail-safety" Tracks are for Trains. The junior and middle schools walked to the controlled crossing to watch a train come through. This activity reinforced knowledge about the back draft of a moving train and the speed and size of trains. It also clarified safe places to stand when a train travels past. The junior school went for a walk to an uncontrolled crossing for further reinforcement and to compare and contrast the safety features with a controlled crossing. The SCO provided large colour photos of KiwiRail trains taken in Picton. These resources have been left displayed in classrooms for continual visual reinforcement. Middle and senior students completed individual posters showing safety around railway lines for display in their classrooms and throughout the school. Senior students defined individual and collective responsibilities around railway lines or on a railway platform, to ensure the safety of all students regardless of the school they attended. Senior classes visited a railway crossing point with the SCO and teacher and completed a safety assessment. They then discussed where they believed barriers and safety lines should be put for students their age and younger.ImpactAs a result of this intervention, safety at the railway crossing was improved for all users. There have been no reports of near misses, stupid behaviour or any injuries since the programme was delivered. Visually the crossing point is brighter and more easily seen by all road users. Students continue to tell their parents the correct way to cross the railway lines, whether travelling by vehicle, foot or bike. Students report to their teacher on parent's behaviour around crossings and parents continually reinforce the safety messages. The school has a healthy respect for and understanding of the dangers posed by trains and railway crossings. The school community accepts this as a basic road safety issue that they have to deal with every day.Next stepsThe next steps are to monitor that holding lines have been completed at all rail crossings, and to reinforce rail safety with classroom lessons every two years.ObstaclesAgencies were initially reluctant to engage with the school and progress on the implementation of the agreed solution of the new footpaths and holding lines was slow. However, patience and compelling evidence ensured that the outcome was sustainable and applied widely.ImprovementsIf this intervention was repeated there would be more involvement from students at the beginning so they could identify the issues and contribute to possible solutions that would involve the whole school community.ConclusionThe school is proud of influencing improvement of the rail environment so that students get to and from school safely. Since the intervention there have been with no incidents of students crossing the railway lines inappropriately and parents awareness of the risk of railway crossings has been enhanced.
