Middleton School Community Officer  SummaryIncreasing students safety through safe parking at arrival and departure times.IssueThe issue that the intervention sought to address was parking before and after school when parents dropped off and collected their children.Identification and prioritisationThe issue was identified and prioritised in Term 2 of 2015 when the traffic wardens and school staff noticed that parents were parking on the yellow lines outside the school, making U-turns on the main road near the school crossing, and double parking. This obstructed the view of the school traffic safety team, making it difficult to get students across the road safely. Some parents also complained about parents who regularly parked outside the school on the yellow lines. The principal was concerned that someone was going to get hurt when crossing the road and that the traffic wardens were having a difficult job.Short-term goalTo raise awareness of the dangers of this issue. To encourage safe driving and parking practice.Long-term goalTo ensure safer parking outside the school. To provide designated parking for parents/caregivers within the school perimeter. To continue encouraging our students and parents to foster a safe pedestrian environment.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment The school reviewed its road safety policy to see how it could minimise harm from traffic congestion before and after school. Two staff members are on duty after school to monitor the school traffic safety team and the parking of the parents. Parents who park on yellow lines are approached by teachers and the SCO and spoken to. A sign has been placed on Main Road directing cars to the visitor car parking on the side road. The roading and signage outside school were reviewed and the road was repainted with clear parking hockey stick signage. Staff of junior classes now release students if parents come and wait outside the classroom. Other students now wait in a designated area that is a safer collection point. This has decreased congestion at the school entrance. Community connections Discussions were held with the district council, which agreed to monitor the parking outside the school and decided that the bus bay could be used as extra parking spaces for parents to use. Road markings and the bus bay were changed accordingly. Police monitored parking before and after school, and spoke to offending parents and issued infringement notices. The councils parking officer also visited the school during the busy periods to enforce correct parking practice. The school used the school newsletters to inform parents about the road safety issues caused by unsafe parking behavior changes to signage and parking areas schools expectations of road and parking behaviour, which would be monitored and enforced. The newsletter also included regular road safety messages. Police focused on speed detection before and after school and enforced any parking issues. Curriculum teaching and learning The principal spoke to teachers and staff about parent parking and the actions the school would take. Teachers spoke to students about safe practices (for example, getting into vehicles on the footpath side) and where parents should be parking their vehicles when they are dropping off or collecting the students. Students were asked to encourage their parents to park off the main road in the school carpark. Students from the school traffic safety team wrote a letter to parents in the school newsletter about their role, and outlined their concerns about parents parking incorrectly.ImpactMore parking is now available outside the school. The bus bay is now being used and allows three extra parks for parents. Effective communication between the school, Police, parents, Opus (the road design company) and the district council has contributed to making the school a safer place. Next stepsThe council will erect the correct bus signage. The school will provide ongoing education to the school community on safe parking and driving practices before and after school. Road Policing staff and the councils parking officer will continue to enforce correct parking outside the school. The SCO will continue to monitor the school traffic safety team and check that parents are parking correctly.ObstaclesA person was needed to co-ordinate the relevant parties in sorting out the lack of car-parking in front of the school. Some of the parents have been reluctant to change their unsafe road behaviours. ImprovementsThe intervention may be improved by involving the students more at the beginning, and having them advocate for road safety in their school by creating posters and writing articles in the school newsletter.ConclusionThe school is proud of changing its environment so that parents and students can get to and from school safely. It is also proud of building effective relationships with Police, their community, Opus and the district council to improve the safety of the school environment.
