Many students who walked to and from school used the subway under the railway tracks, where other students loitered intimidating others.Identification and prioritisationThe issue was identified in early 2014 during the annual schoolPolice planning meeting. The principal suggested that Police patrol the road outside school to stop parents from blocking the road by parking on the yellow line and requested Police foot patrols through the subway after school. When approached, the city council suggested that a parking warden patrol the street. The school provided anecdotal reports of parking issues on the street. Police had no data on traffic issues there.Short-term goalParents will not park on the yellow lines when dropping off or picking up their children.Long-term goalStudents will feel and be safe when in the subway and will be dropped off or picked up in a safe space. (To measure this, students will be surveyed in Term 4.) Parents will park safely and take responsibility for the safety of all students going to and from school. (Parking wardens will monitor this in Term 4.) Prevention activitiesActivities that occurred within a whole school approach included: School ethos and environment The school reviewed and updated its policy and procedures on traffic safety. The creation of a drop off area in the school grounds is being considered. School staff conducted random patrols in the subway after school. Community connections A school travel plan was developed in collaboration with the city council. The city council created a slow zone in the street in front of the school and parking wardens regularly patrolled the street before and after school. Mori wardens also patrolled in the subway after school. Parents were informed through the school newsletter about the changes in policy and the range of prevention activities. Curriculum teaching and learning Students were encouraged in assemblies to report any problems they noted on the road or in the subway.ImpactFewer parents now park on the broken yellow lines. There were no reported tickets or warnings issued in Term 4.Next stepsThe next steps for this intervention are to: plan for different pick up and drop off points to ease congestion do more to encourage parents to be good role models and to obey road parking rules. ObstaclesInitially there was limited support from staff. This was overcome through regular meetings.ImprovementsThe intervention would be more effective if the students were involved early in the process and encouraged to keep the momentum going. The intervention could create opportunities for student action in the community.ConclusionThe school is proud that there is less abuse of staff by parents, and that students feel safer in the subway.
