IssueThe safety of students getting to and from school is at risk, which limits active transport options. Traffic congestion at school ending times affects school patrols and the safety of school crossings. Parents/caregivers frequently show poor driving behaviour, often parking illegally and doing U-turns in busy traffic conditions.Identification and prioritisationParents raised concerns about parking issues and driving speed. A survey of the school community showed that 73% of the students travel to school by car. The issue was prioritised by school management and school staff, Hutt City Council staff, students and Police.Short-term goalTo decrease the use of private vehicles around the school entrances at peak times. To increase the number of students who are actively travelling to school. Long-term goalTo change parents behaviour when collecting their children from school. To have safe and active walkers going to and from school.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment A kea crossing was set up to provide a safer crossing point to the school. A new mini roundabout was built and new road markings were painted to improve compliance. Parking spaces in pickup/drop off zones now have a shorter time, to improve the turnover of parking spaces. Pou were installed at drop-off points to reduce traffic around the school. All road patrol members were trained to ensure consistent safe crossing procedures for students going to and from school. All staff are aware of the new kea crossing, the pou drop off points and procedures, and actively encourage using these in a safe manner. Community connections The schools neighbours were consulted on the placement of the kea crossing. The school, council engineers, the road safety co-ordinator and the SCO were all involved in planning and education. The community as invited to the opening of the pou. Police have been tasked to monitor traffic behaviour around the school environment. Curriculum teaching and learning Students received education on cycle safety and safe walking and were given scooter training. Safe crossing procedures were taught. The school held Walk to School promotion days, such as Fancy Feet and Milo Days. Art activities included a Decorate the Gate competition was held and students designed and decorated pou. Developing and running the pou provided leadership opportunities for students (tuakana teina).ImpactMore students now cross the road safely when going to and from school. More students are being dropped off at the pou and then walking to school. A survey of families showed that 37 students/families out of 68 are now walking the last distance to school. More students are biking to school and using the bike stands. More students are scootering are to and from school.Next stepsMore parent education is needed, as some parents refuse to drop their children off at the pou and still drive to the school at peak traffic times. More cycle safety will be taught next year. A flashing 40 kph speed sign will be installed in 2016. The bus stop may be moved.ObstaclesThe new kea crossing has a no parking area next to it. As a result the coast road bus has nowhere to park and pick up the students. It is currently stopping on the lines, which obstructs the road patrollers view so they cannot operate the kea crossing safely. Consultation is still under way with the bus company and council to find an alternative route to alleviate the parking problem. The larger no parking area around the kea crossing has meant that 1525 cars now park on a grass verge opposite the school. Again, consultation is under way with the council to sort this out.ImprovementsThe intervention will be improved if the council can help sort out the problems with the bus and parking on the grass reserve.ConclusionThe kea crossing has made a huge difference to students safety before and after school. The pou have been very successful, as more students are actively getting to and from school. The intervention has created great opportunities for students to develop leadership.
