Some students did not know how to cross roads safely, and some parents were choosing to park illegally around the school crossings. The issues included concerns that: some students did not know basic road crossing rules some students were cutting between stationary cars instead of using the school crossing some vehicles were parking illegally on yellow lines and obstructing the School Patrols clear vision. Identification and prioritisationRoad safety issues were identified and prioritised by the teacher-in-charge of School Patrols, consultation with the School Community Officer and Council Travel Planner, school community consultation questionnaires, and parents observing some near misses with students.Short-term goalTo have students travel to and from school in a safe environment. To have students and community gain more knowledge, education and support in relation to road safety. To build trust and confidence in the community, and support them with road safety education. Long-term goalTo have safe and active walkers going to and from school. To improve community consultation and the home-school partnership through road safety. To raise awareness amongst parents and caregivers about safe road practice when dropping off or uplifting students before and after school. To improve student behaviour on and around the roads. To have the school make road safety a regular learning focus.Prevention activitiesActivities that occurred within a whole-school approach included: School ethos and environment (policies; skilled staff; safe environment) The school's Social Worker introduced Walking School Bus (WSB) routes to get students to and from school. All staff were made aware of the WSB and actively encouraged their students and their whnau to use it. A new crossing point was installed near the school. All School Traffic Safety Team (School Patrol) members were trained to ensure consistent safe crossing procedures for all students going to and from school. Staff monitoring School Patrols actively encouraged students and whnau to use the correct crossing points. A school travel plan was developed. All relevant school policies were reviewed and updated. Community connections (consultation; collaboration; model parents) Family and whnau were informed about the WSB through newsletters, and were eager to support this initiative. Hutt City Council (HCC) facilitated the development of a school travel plan and coordinated parking wardens to patrol areas around the school. Police and HCC Parking Wardens were advised about traffic behaviour around the school. Local council parking wardens continued to monitor this area to educate and enforce safe parking practice near the school entrance. HCC engineers, the school and Police worked together to make the area safer, including the installation of a new crossing point near the school. Curriculum teaching and learning (taking action for: myself; my friends; my community) The junior school included road safety in their curriculum plans, and used activities based on lesson ideas from Police's  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Road Safety resources. All students were informed about the concerns for their safety, and that they must use pedestrian crossings and manage their behaviour on and around the road. WSB students were trained, and senior students actively encouraged to role model safe walking.ImpactWSB routes increased from 1 to 2 by the end of the year. Evaluations done with parents and whnau using the WSB showed they felt safer with students walking safely together. More contact with family and whnau via newsletters has led to an increase in students using the WSB. Students are safer through the use of the WSB. All juniors showed they could walk safely around the school environment. There are fewer incidents of illegal parking around the school environment.Next stepsContinue to provide road safety education to students every two years. The initial response to the WSB was effective, but each year it will have to be re-introduced. Numbers using the WSB dwindle in Terms 2 and 3 due to weather.ImprovementsChanges to make the intervention more effective would be: Involve the students more from the beginning. They could be part of identifying the problem on the nearby street, and come up with some actions to address the problem. They would then have a sense of ownership of their school and safety. Their solutions might enhance community engagement by involving their families. Obtain more commitment from parents and whnau to help identify and address their views, and to help drive the safety changes. Keep involving Police to encourage trust and confidence of both the school and the community.ConclusionThe school is proud of the successful WSB led by wonderful tuakana, and the cooperation of parents and whnau to assist in getting their kids home safely. They are also pleased with this interventions achievement in supporting their community with road safety education, with the engagement of the students during the road safety lessons, and with their improved ability and knowledge on these topics. There will always be a need for continual education and enforcement of safe walking practices when getting to and from school. But working together can achieve safer communities together.
