Orr School Community Officer  SummaryIncreasing traffic safety around the school and promoting safe walking for students.IssueIssues with traffic and a crossing near the school jeopardised students safety when travelling to and from school and limited active transport options. Traffic congestion at the end of school made it difficult for school patrols to operate the crossing safely. Parents showed poor driving behaviour, often parking illegally and doing U-turns in busy conditions. Identification and prioritisationThese issues were identified in 2014. Questionnaires to parents showed that 75% of students travelled to school by car. Some parents expressed concerns about parking and speed around the school. Motorists regularly travelled at speeds in excess of 50 km/h when passing the school. The issues were prioritised by the schools management and staff, Hutt City Council staff, Police and students.Short-term goalTo decrease the use of private vehicles around the school entrances at peak times. To increase the number of students who are actively travelling to school.Long-term goalTo have safe and active walkers going to and from school. To change how and where parents collect their students from school.Prevention activitiesActivities that occurred within a whole school approach included: School ethos and environment A kea crossing was introduced to create a safer crossing point into school. The members of the school traffic safety team were trained to ensure consistent safe crossing procedures for all students going to and from school. To reduce traffic around the school area, pou (markers) were set up to indicate a drop off point. All staff are aware of the kea crossing, the pou drop off points and the new procedures. Staff actively encourage students and parents to use these in a safe manner. Community connections The neighbourhood community was consulted on the placement of the kea crossing. The school, Hutt City Council engineers, the road safety coordinator and the SCO were all involved in planning and education. Police have been asked to monitor traffic behaviour around the school. Parents were notified of the changes and encouraged to become involved. Curriculum teaching and learning Cycle safety and safe walking was taught at school, based on lesson ideas from Police  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safety" Road Safety resources. The pou were designed and decorated by students. This provided a leadership opportunity (tuakana, teina).ImpactMore students cross the road safely as a result of this intervention. More students were dropped off at pou and then walked to school, rather than being dropped off in front of the school. Over half the students and families surveyed are now walking the last distance to school.Next stepsThe next steps are more parent education, as some parents refuse to drop their children off at the pou and still drive to the school at the peak congestion times. The school will provide more cycle safety education next year, including strategies for overcoming issues such as the narrow bridge, the congestion on the roads around 3 pm, and a congested village area where pedestrians and cyclists compete for space. ObstaclesThe new kea crossing has a designated no parking area alongside it. As a result, the school bus has nowhere to park and pick up the students. It is currently stopping on lines that obstruct the road patrollers view, preventing them from operating the kea crossing safely. Consultation is under way with the bus company and council to find an alternative parking space for the bus. The larger no parking area around the kea crossing has meant that about 1525 cars now park on a grass reserve opposite the school. Again, consultation is under way with the council to address this. ImprovementsThe intervention would be improved by a greater level of parent education and more cycle safety education for students.ConclusionThe school is proud of how more students are using the pou to actively travel to and from school. The installation of the kea crossing has made a huge difference to students safety before and after school. More students are now cycling to school and using the bike stands.
