There is heavy pedestrian traffic and students move between illegally or inconsiderately parked vehicles outside the main entrance to the primary school.Identification and prioritisationWhile this problem has been ongoing for some years, it has increased as more students travel in private vehicles instead of walking or biking to school. In early 2014 there were several near-miss incidents with pedestrians. The intervention was prioritised and developed by the principal, the board of trustees and the SCO. Short-term goalTo lessen the use of private vehicles at peak time. To improve traffic movements and improve pedestrian safety. (This would be measured by observing traffic flows outside school at peak times.)Long-term goalTo change parents attitudes about how and when they collect their children from school. (This would be measured by the number of complaints received by the school or Police.)Prevention activitiesActivities that occurred within a whole school approach included: School ethos and environment The school, the SCO and Auckland Transport staff met to consider ways to improve traffic flow. Auckland Transport resurfaced the road, redesigned the car parking in the cul-de-sac and put up new signage. The school reviewed its road safety policy and procedures to improve safety of student travelling to and from school. School staff wearing high-visibility vests were rostered to direct cars into parks and guide students to cars. Auckland Transport and the school are looking at implementing a walking school bus. Community connections Auckland Transport, the school and the SCO met after the resurfacing work to rectify several errors and make improvements. The school, the kindergarten, Auckland Transport and the bus company collaborated to make sure the traffic continues to flow better. The school and the kindergarten arranged to have different start end times. The school gained the consent of the nearby sports club for parents to use its large car park, which is two minutes walk from the school. Parents were informed of the changes through in several school newsletters. The SCO and the school urged them to: park sensibly and legally the SCO and Auckland Transport warned parents that they would issue parking tickets would be issued for illegal parking use the car park at the nearby sports club and walk to school with the walking school bus or using the traffic warden-operated crossing. Curriculum teaching and learning Students received lessons from the Police Road Safe resources for  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-0-1" years 01 and  HYPERLINK "http://www.police.govt.nz/advice/personal-and-community-advice/school-portal/resources/travelling-safely/road-safe-years-2-3" years 23. The main emphasis was on how to stay safe in the car parks, footpaths and driveways in around the school grounds. Students were taught to encourage their parents to use the sports club car park and to cross to school with the help of the road wardens. ImpactAs a result of this intervention, there was an observed improvement in congestion levels between 2.45 and 3.10 pm. Some parents continued to stop outside the main entrance, causing issues for pedestrians.Next stepsThe next steps are for the school to continue communicating with parents and for Police to regularly monitor traffic behaviour. Auckland Transport will continue to monitor traffic flows and will provide better engineering solutions (e.g., new signage and broken yellow lines painted around the main entrance).ObstaclesThe initial obstacle was the reluctance of the parent community to take more responsibility for their children's safety. One parent was eventually trespassed when he abused staff who had told him he couldn't park outside the school. He was angry as there was no sign forbidding parking there.ImprovementsThe intervention would be more effective if it involved students more at he beginning. They could take part in identifying the problem in the car park and nearby roads, come up with solutions and lead actions to address the problem. A more rapid response from Auckland Transport would have fixed the road problems earlier. Gathering data on the level of initial congestion would have made it possible to measure how far the short-term goal was achieved. ConclusionThe school is proud of the cooperation it achieved with Police and Auckland Transport. It is also proud of all the parents who cooperated with the changes in order to get their children home safely.
